Serguei FABRICHNY, Alexander ZHUKOVSKY. Municipal Service in the Framework of
Developing Local Self-government.
The article co-authored by Chairman of Novgorod Oblast Public Service Committee
and Director of Municipal Research and Educational Institution “Dialogue”,
Veliky Novgorod, examines methodological problems of establishing municipal
service in the contradictory conditions of developing local self-government in
Russian Federation. General and specific features of that process are disclosed
in the context of Russian and European experience; contemporary Russian model of
local self-government is described, the authors’ view of the prospects of its
development and development of municipal service as one of the foremost tools of
its realization is presented.
Evgueny RYABOV. What Is TOS[1]
and What Is It For?
The article
by Head of the City of Staraya Russa and Staraya Russa Rayon scrutinises the
experience of many years of reforming the institute of territorial
public/community self-government (TOS) in urban and rural areas. The essence
and content of the activities of street and house committees, neighbourhood
(“micro-rayon”) councils, settlement elders and commissionaires are disclosed
along with the nature of interface between TOS and local authorities. The
author uses the formula “not supervising, but acting” to define the principle
of TOS activities.
Isac FREYDMAN. "The Red Log Cabin" (“Krasnaya Izba”) as a Method of
Administrative Solution (Veliky Novgorod Tourism Office).
The essaby Head of the Department for International Relations, City Marketing
and Tourism of Veliky Novgorod recalls the experience of establishing an
effective mechanism for interface between City Administration and private
sector in the field of tourism development, which is one of the core factors
of promoting business activity and a major source of revenues for the city
budget. Special focus is on the description of the information component and
utilizing successful international experience (Strasbourg, France).
Tamara MAKOVNIK. Swedish Experience of (Public) Budgeting.
The article
by Candidate of Economics, Head of the Division of Federal Treasury under the
Russian Federation Ministry of Finance in Novgorod Rayon, summarises the
materials of seminars conducted by Swedish Institute of Public Administration
and Veliky Novgorod Branch of the Northwest Academy of Public Administration.
Fundamentals of the budget system and financing of public institutions are
discussed. Equalization and commune (municipality) support measures are
analysed, general principles of Swedish tax system are presented.
Alexander SHANTALOV, Alexey FINIKOV. Another Look upon the Tax Code.
A brief essay by Candidate of Technical Science, Deputy Director of
Development and Investment Promotion Agency, and his colleague, Deputy
Director of “Invest-In Company” presents an express assessment of the latest
amendments to the tax law and case study of dynamics of tax burden on a
simulated enterprise. A pessimistic conclusion regarding a reverse negative
relationship of tax burden and reduction of tax rates is made.
Olga KRESTYANINOVA. Reform of Economic Relations in the System of Mandatory
Health Insurance (MHI).
The view of
the current state of economic basis of mandatory health insurance system is
offered by Senior Lecturer of Veliky Novgorod Branch of Northwest Academy of
Public Administration. The article scrutinises the results of measures taken
since 1993 for shaping MHI infrastructure and funding sources, and use of
those sources. Issues of control over ear-marked use of funds and adjustment
of MHI system to changes in the tax law are discussed.
Serguey VASILYEV. Non-profit Organisations in the US and Russia:
Self-administration and Funding Techniques.
The essay by Assistant Professor of Department of Law and Administration at
Veliky Novgorod Branch of Northwest Academy of Public Administration views
techniques of interaction between public administration bodies and non-profit
organisations in the US and Novgorod region. Both invariants and national
specifics of such techniques are identified. Recommendations for such
interface in the Russian conditions are offered.
Alexey KOSTYUKOV. Political and Legal Issues of Shaping Regional Civil Service
in Russian Federation.
Candidate of
Political Science, Director of Veliky Novgorod Branch of Northwest Academy of
Public Administration, discusses in his article the content of major
contradictions in the process of forming the institute of civil service and
strengthening statehood, as well as the legal and ideological basis of those
processes. He analyses the standpoint of top national leaders and provides
assessment of the prospects of the above process.
Dmitry ZAVIDOVSKY. Formation of Human Resource Potential of Municipal Service:
Problems, Experience, and Tendencies.
Increasing
requirements to the staff of local self-government bodies necessitate a set of
measures for improvement of educational and professional level of municipal
servants. The article by Candidate of Historic Science, Deputy Chairman of
Novgorod Oblast Public Service Committee contains an analysis of the results
of the efforts by Oblast Administration in the said field over the recent
years. The article shows the dynamics and major tendencies in the changes of
municipal staff.
Nadezhda Il’YNA. Methodological Fundamentals for Conducting Attestation of
Civil and Municipal Servants.
The
contribution by Deputy Head of Human Resources Department of Novgorod Oblast
Public Service Committee describes methodological approaches to staff
attestation and discloses structure and contents of principal stages of the
said event. Results of the attestation conducted in the divisions of the
Oblast Administration in 2000-2001 are analysed, main problems to be solved
are formulated.
Ulrich SONDERMANN. Competitiveness of Public Service in Germany.
In the essay
of Principal Administrator of the Division for International and EU Relations
under German Ministry of Interior, in the field of public service,
opportunities and prospects of German public institutions are discussed in
terms of providing qualified human resources for public service vis-à-vis
competition with private sector. A system of measures allowing to use an
effective policy including moral and material incentives for the personnel and
methods of motivation by career promotion prospects is analysed.

Cooperative Solutions in Regional Target
Programming. Analysis of development of regional level target
programs shows that establishment of systemic connections is missing therein,
while gaining approvals takes a long time. The adjustment of the program
requires sufficient expenditures, while various versions of the program are
virtually not considered at all. Besides, during the compilation of a regional
level target program and discussion of measures included in it, a need for
cooperative solutions always arises, because the implementation of the program
usually requires funding from several sources. The paper submitted by Head of
the Centre for Automated Systems with the Administration of Komi Republic
jointly with Candidate of Technical Science, Head of the Department of IT in
Administrative Bodies at Russian Academy of Civil Service offers and
information technology for an automated procedure of cooperative
decision-making in the course of developing target programs.

Resource Support for the Programs of
Financial Sanitation of Enterprises. The essay by Candidate of
Economic Science, Head of the Department of Economics and Finance at Novgorod
Branch of Northwest Academy of Public Administration discusses a basic set of
measures for guiding organisations through crisis by means of drafting
feasibility studies and implementation of investment problems. Basic
indicators of the economic efficiency of investment are presented.
Administrative decision-making in the process of implementing investment
programs is characterised. Method of inflatory correction of investment flows
is described. Tacis Project. Ethics in Administrative Service. A workshop featuring discussion of the experience of Germany and EU countries in the field of ethical regulation of the behaviour of public (civil and municipal) servants took place at the conference room of MREI “Dialogue”, Veliky Novgorod, in the framework of Tacis project “Regional Economic Development and Anti-crisis Strategies”. Participants of the workshop included Tacis expert Mr. Ulrich Sondermann, managers and specialists of human resource units from Novgorod and Pskov Oblast Administrations and municipalities, researchers and lawyers. Guideline for approaching the problem of ethical regulation, as well as for the structure and contents of codes of ethics for officers of public authorities and local self-government were drafted on the basis of the workshop conclusions.
